Annex 2:
List of Eligible Expenditures for Grant Programs
Component One, Window A.
The following expenditure categories will be deemed eligible for
funding for Senior Research Teams and Research Teams.
1. Equipment, to be defined as property items of an
acquisition cost of more than US$ 2,000 and/or an expected service
time of more than one year. Personal computers may be eligible
too, if used in large part for conducting scientific research.
2. Travel and subsistence costs on the basis of, if
applicable, round-trip economy class airfares. Costs for travel
and subsistence may not exceed 10 % of overall project costs.
3. Salary supplements for foregone consultancy income for
researchers and stipends for Ph.D. and MSc students as expressed
in section 4.5.2 above.
4. Other direct costs
Materials and supplies (consumables)
Publication/documentation/dissemination
Consultant services, to be justified per individual case
on the basis of needs and costs.
Computer and information services
5. Sub-awards will not be allowed.
6. Indirect costs (overhead). These may not exceed 5 % of
overall project costs, calculated per institution involved.
7. The costs of manpower, including consultants, and training,
when there is a need to compose an Environmental Management System
(EMS) for an (S)RT unit (if it is a laboratory on its own), or for
the host laboratory of an (S)RT. Before arriving at a positive
funding decision, the Technical Committee will assess whether the
costs involved are in a reasonable proportion to the overall
project costs.
Component One, Window B
The following expenditure categories will be deemed eligible for
funding for the Upgrading or Creation of Undergraduate Programs in
Science and Engineering. Unless stated explicitly, the same
definitions as above apply.
a) Curriculum Development.
1. Salary supplements for foregone consultancy income for the
university's own staff involved, to the amount of 50% of the time
spent on a curriculum development project. The same would apply
to staff of other Ugandan universities involved in the project.
[Total and limits need to be specified here. The salary policy
should not substantially differ from that of Window A.
2. Full costs of visiting professors and other international
experts.
3. Costs of workshops and expert meetings , travel and
subsistence costs not to exceed the 10% limit
4. Costs of training of teaching staff.
b) Laboratory and Infrastructure development
1. Costs of refitting or installing equipment including minor
modifications to a building,
2. Laboratory equipment
3. Materials and supplies (consumables),
4. Costs of IT infrastructure, including computers for
students
5. Costs of library and other information and documentation
facilities,
6. Costs of (international) experts.
c) Staffing
1. Salaries of new staff (100 % for the first year, 75 % for
the second year, 50% for the third year and 25% in the fifth
year).
2. Costs of the training of staff [Not to exceed 10% of total
proposal costs.]
3. Costs of visiting professors: salaries or allowances,
travel and housing.
d) Recruiting of students
1. Costs of recruitment campaigns
2. Costs of remedial courses for students with insufficient
preparation
3. Cost of reasonable incentives for the students
Component One, Window C.
a) Technology Platforms. Modes 1 and 2:
The following cost categories are eligible
costs.
1. 20% of the labor costs (including social benefits and a
maximum overhead of 5%) pf personnel from partners engaged in
identification or evaluation studies or R&D (mode 2 only) or
engineering (mode 2 only). Students who are invited to participate
are entitled to an allowance of US$ 15 per day spent.
2. The full costs of external studies, information services
and consultants.
3. The full costs of marketing reports and market
intelligence.
4. The full costs involved in organizing workshops, not
including personnel costs of participants to the workshops.
5. Per diems and domestic travel costs for workshops
6. Foreign travel and subsistence costs on the basis of
economy class and per diem rates as valid for comparable UNCST
staff, to a maximum of $ 15,000.
7. Dissemination activities, including the training of company
personnel, not including their salaries.
8. Building or upgrading or adapting demonstration and/or
prototyping facilities (mode 2 only).
9. Costs of materials and supplies or consumables (Mode 2
only)
10. Costs of equipment at research institutes or universities if
the use for the project is in a reasonable proportion to the cost
of the equipment and if the research institute or university
concerned demonstrates the availability of staff for operations
and maintenance (Mode 2 only).
The total grant amount will not exceed US$
50,000 (Mode 1) or US$ 150,000 (Mode 2).
b) Technology Internships
Companies are entitled to a bonus of US$
500 per internship program, plus a compensation for the salary
costs of company supervising staff up to a maximum of 20 % of
annual salary costs of staff concerned. Each firm can have a
maximum of four staff each supervising five interns for the period
of the internship program.
Upon completion of an internship with the
acceptance of a proposal by the trainee to improve a particular
aspect of the company's operations, the student will receive a
bonus of US$ 250.

The limited costs of acquisition of equipment. The amount of the
latter costs is to the discretion of the Technical Committee on
the advice of the Window 3 Subcommittee, who will assess the costs
in relation to the number of students benefiting from improved and
more relevant training, and the level of improvement.
Component Two
a) School Visits.
Travel and subsistence costs of the scientists concerned, the
costs of any information material or demonstrations, plus a bonus
of US$ 150 per visit for the scientist concerned will be eligible
cost items.
b) The National Science Week.
It is up to the UNCST to decide which activities necessary
to organize a National Science Week with a high level of
visibility and impact will be funded. The UNCST shall establish a
committee to prepare a plan for a National Science Week. The
committee works in close contact with the UNCST Secretariat to get
guidance on what activities can be funded.
c) Institutional Strengthening Activities.
The UNCST and the Bank shall decide on eligible activities
for funding on the basis of plans of UNCST, and UIRI and in
accordance with the Financing Agreement.
g) Monitoring and Evaluation, Policy studies.
All costs, not involving regular staff of UNCST and UNCHE
are eligible.
