Annex 3: Safeguard Policies

The safeguard policies referred to here are the Environment and Social Management Framework (EMSF) and the Resettlement Policy Framework (RPF). These policies are described in detail in the main MSI Project Implementation Plan and Operations Manual and may be obtained from
www.uncst.go.ug. All grantees must satisfy the EMSF and RPF prior to receiving grant contracts.

The key issues with respect to environmental and social safeguard policies triggered by the MSI Project are: 1) laboratory safety and the safe disposal of wastes; 2) potential environmental issues arising in connection with the potential rehabilitation of existing laboratory or classroom space or the potential construction of laboratories or classrooms; and 3) any potential resettlement issues that could arise in the case that universities or research institutes acquire land, and/or impact assets or livelihoods, for construction of laboratory or classroom space.

All laboratories and research facilities will be required to: 1) identify ex ante the environmental, social and safety impacts of proposed research projects and research wastes generated, 2) submit a plan for minimizing, mitigating and proposal disposal of wastes for review and approval by the relevant authorities (UNCST and NEMA) and the MSI Technical Committee; and 3) keep appropriate records and submit to periodic third person monitoring of safety and waste disposal practices. If it is determined during screening process that new construction will occur, or people’s livelihoods or assets will be impacted, then the grantee will also need to follow the guidance and standards set forth in the RPF.
