Inaugural retreat

The Uganda National Council for Science and Technology (UNCST), the Ministry of Science, Technology and Innovation (MoSTI)  and Uganda Industrial Research Institute (UIRI) organized a three-day (June 29 – July 1, 2017) inaugural Science, Technology and Innovation sector retreat under the theme: Science, Technology, and Innovation Eco-system in Uganda: The evolving environment and emerging issues.

In June 2016, H.E. the President established the maiden Ministry to coordinate STI efforts in the country. Accordingly, UNCST and UIRI formerly under Ministries of Finance and Trade respectively have since moved to MoSTI as a new parent Ministry. MoSTI is spearheading amendment of both UNCST and UIRI mandates to realign with MoSTI and improve their efficiency.

The retreat was thus organized with key stakeholders from the private sector, academia, ministries, departments and agencies amongst the many, with aim of providing guidance toward formulating a responsive multi-sectoral STI sector that will deliver according to the country’s expectations as provided for under Vision 2040, National Development Plan II and Sustainable Development Goals among other instruments.

It was to further help identify and gauge roles of different players in the STI eco-system, assess the enabling legal framework for STI to deliver as expected, STI investment and financing, and the guidelines to the innovation fund.

Attracting over 200 participants, the retreat was hosted at UIRI Conference Hall for the entire three days, and chaired by the Hon. Dr Elioda Tumwesigye the Minister of Science, Technology and Innovation.  The Opening Ceremony was presided over by the Rt. Hon. Prime Minister Dr Ruhakana Rugunda, while the Speaker of Parliament Hon. Rebecca Kadaga and Hon. Amelia Kyambadde the Minister of Trade, Industry and Cooperatives also graced the event.

Dr Elioda assured Ugandans of MoSTI’s commitment to deliver as mandated and highlighted plans for the 2017/18 Financial Year, which include: Introducing STI annual sector review, establish the National Innovation and Technology Transfer and Exhibition Centre and the National Institute of Technopreneurship.
