National HIV/AIDS Research Committee


To have in place a scientific and ethical framework for review of HIV/AIDS related research in Uganda and to disseminate information appropriately to assist in the national and global response to the HIV/AIDS epidemic


To review and approve the initiation of and to conduct continuing review of HIV/AIDS and other related research protocols prior to clearance of the protocols by the UNCST and office of the President so as to provide assurance of the protection of the rights and welfare of human participants involved in research. Specifically;

  1. Maintain ethical standard of practice in research
  2. Protect research participants and investigators from harm or exploitation
  3. Preserve the research participant’s rights and welfare
  4. Provide reassurance to society that the rights of research participants are being respected and protected

Composition of NARC

Members of the NARC are appointed on individual merit by the UNCST. Each member serves on the committee for a period three years and is eligible for reappointment.
The NARC is comprised of a multidisciplinary team of qualified and experienced persons in science and ethics

NARC meetings

Review of research protocols is done once a month (every last Friday of the Month). The NARC reviews research protocols within 60days from the date of receipt of the research protocol.
Requests for annual renewals should be submitted 60 days prior to the NARC expiry date. Initial reviews and amendments should be submitted 3weeks prior to the NARC scheduled meeting.
NARC communicates the outcome of the review within 14 days from the date of review.

Monitoring of research projects

The NARC conducts site visits to approved research projects to:-
Monitor progress of research activities at the site
Verify information in the study application
Ensure that the research projects are adhering to national research ethics guidelines
Assess issues related to the protection of the welfare of human research participants
